1. (C) On July 30 the Charge delivered the demarche on the
upcoming OSCE Human Dimension Implementation Meeting (reftel
A) to Deputy Foreign Minister Mahmud Mammadguliyev.
Mammadguliyev thanked the Embassy for sharing these points
early in the process, and stated that he would study them,
inform the relevant agencies within the GOAJ, and then
discuss them further with the USG. He asked that the USG
always give the GOAJ constructive criticism based on fact and
tied to specific proposals for improvement.
2. (C) On the case of Emin Milli and Adnan Hajizade (reftel
B),Mammadguliyev counseled patience. He stated that the
preliminary investigation was ongoing, and would be conducted
within the law. He added that the investigation may prove
that there is nothing with which to charge the young men, and
they would therefore be freed without a trial in court.
