(C) The Embassy suggests that the timing is not appropriate
to urge the GOAJ to recognize Kosovo, given GOAJ
sensitivities regarding Nagorno-Karabakh and the occupied
territories. The Embassy further believes that a push for
Kosovo recognition now would be detrimental to our efforts to
mitigate GOAJ's reaction to ongoing reconciliation between
Turkey and Armenia.
