1. (C) ACTION REQUEST: Islamic Supreme Council of Iraq (ISCI)
Chairman Ammar al-Hakim on December 23, 2009 met with A/DCM
and inquired as to the status of previously discussed U.S.
government assistance in procuring a Positron Emission
Tomography (PET) Scan machine for a hospital in Tehran,
noting that the hospital had completed construction of a
building designed specifically to house the machine.
Al-Hakim's late father and former ISCI Chairman Abd al-Aziz
al-Hakim had sought US government assistance in facilitating
the purchase, as the equipment is produced by a U.S.
manufacturer. Post had been working to facilitate this
transaction and as of October 2009 the equipment was pending
Department of Treasury, Office of Foreign Assets Control
(OFAC) licensing clearance. Two sets of licenses are
required, one had been filed and was pending review, while
the second had not been filed. Post is currently in contact
with the Department of Treasury to determine the status of
OFAC licensing. A PET Scan is a nuclear medical imaging
technique used to detect cancer, brain disorders, and heart
diseases, as well as for medical research. GE Healthcare
produces several forms of PET Scan machines.
