1. (U) Speaking with reporters in Erbil on October 25,
outgoing KRG PM Nechirvan Barzani criticized Kurds in
southeastern Turkey for throwing celebrations and giving a
hero's welcome to PKK rebels who returned to Turkey on
October 19 (reftel) as reported in international press.
Barzani opined that the return of the PKK rebels was a
constructive step but warned that it should not have been so
provocative. "The PKK should not adopt a defiant attitude,
which could halt the progress being made and would be
exploited by the enemies of the Kurds" he said. He also
stated that the Turkish gesture to release the rebels was a
positive one and that he hoped progress would continue in
trying to resolve the Kurdish problem in Turkey.

and assistance to this ongoing process as opportunities arise.
