1. (S/NF) After receiving information on the remaining Iraqi
detainees at Guantanamo Bay Naval Base, Cuba (GTMO) (REF A),
the Prime Minister's Office (PMO) authorized the transfer of
a fifth Iraqi detainee from GTMO June 7. In a letter
addressed to Commanding General Multi-National Force-Iraq,
Dr. Tareq Abdullah, Director for the PMO, requested the
transfer of Jawad Jabber Sadkhan (ISN IZ-433) to the Iraqi
authorities. Unlike the previous transfer in January (REF
B),the Director General of the Prime Minister's National
Operations Center, Mr. Hussein Al-Asady, requested that the
transfer take place at Baghdad International Airport (BIAP)
vice the International (Green) Zone (IZ). Major Muhammed
Khudhair Mahmoud, Ministry of the Interior Investigator, was
authorized to receive the detainee from U.S. forces at BIAP.
2. (S/NF) Sadkhan arrived at BIAP aboard Detainee Movement
Operation-100 (DMO-100) at 02:42 on June 11 (Note: All times
are local Baghdad time - Z 3. End Note.). After a delay
waiting for the Iraqi police to arrive at BIAP, Major Mahmoud
took custody of Sadkhan planeside at 04:12. Mahmoud
transported Sadkhan back to the IZ, arriving at 05:35, where
he was processed for detention at the Counterterrorism Bureau
(CTB) detention facility on Forward Operating Base Honor in
the IZ pending criminal investigation by the Iraqi
authorities. DMO-100 departed BIAP at 06:24 enroute to Chad.
Post will continue to monitor the treatment and status of
all five previous GTMO detainees currently in Iraq (Note:
Conditions of detention and status to follow SEPTEL. End
