IRAQ REQUESTS INFORMATION ON ALL IRAQI DETAINEES

(U) This is an action request (see para 5). ¶2. (S/NF) Pol-MilOff met with Mr. Hussain Al-Asady, Director General of the Prime Minister's National Operation Center (PMNOC) May 30 to discuss the transfer of a fifth Iraqi detainee from Guantanamo Bay Naval Base, Cuba (GTMO). Four former GTMO detainees were transferred January 17 (REF B). Pol-MilOff provided Al-Asady biometric information and a case summary for Jawad Jabber Sadkhan (ISN IZ-433). OSD has proposed that ISN IZ-433 be transferred from GTMO to Iraq with Detainee Movement Operation (DMO)-100 scheduled on or about June 10 (REF A). ¶3. (S/NF) Al-Asady remarked that the Prime Minister was concerned that the Government of Iraq (GOI) was not receiving information about all Iraqis detained at GTMO and Al-Asady requested that the USG provide information on all remaining Iraqis at GTMO before requesting authorization for the transfer of ISN IZ-433. (Comment: There is one additional Iraqi High Value Detainee at GTMO, Abid Al-Baqi, Partial ISN ¶10026. End Comment.). ¶4. (S/NF) Pol-MilOff also asked Al-Asady whether, should the DMO take place as scheduled, it would be a problem for detainees of other nationalities to transit Baghdad. As before, Al-Asady noted that as long as the detainees remain in the custody of U.S. forces at the airport, it is not a concern. ¶5. (S/NF) ACTION REQUEST: Request S/WCI provide releasable information on ISN 10026 and confirmation that no additional Iraqi detainees remain at GTMO. Al-Asady will meet with the Prime Minister's Chief of Staff on Wednesday, June 3, during which the authorization for the transfer of ISN IZ-433 will be discussed. Al-Asady will depart for India June 5, so authorization for the transfer of IZ-433 with DMO-100 will have to be determined before his departure. HILL
