1. (C) PMIN spoke to Acting Foreign Minister Labeed Abbawi
January 16 at 1530 to review reftel demarche points,
emphasizing it was aimed at creating a durable cessation of
hostilities in Gaza. Abbawi didn't argue, and commented
that Khaled Mishaal's statement at the Arab leader meeting in
Doha January 16 was "ridiculous."
2. (C) Abbawi was at pains to explain that Iraqi Vice
President Hashimi's presence in Doha was not meant to
legitimize the Qatari request for a special summit there. It
was, he said, only a "consultation."
3. (C) PMIN requested that Abbawi relay the information on
the MOU to the Iraqi delegation in Kuwait. Abbawi said he
would do so.
