(SBU) On November 12, PolOffs delivered reftel points to Paulina Chotzoglou of the MFA's A10 Directorate, North Korea desk. Poloffs underscored the importance of sharing information and designating entities and individuals associated with DPRK proliferation efforts and expressed hope that the EU would consider following suit on the additional designations listed in reftel. Chotzoglou thanked PolOffs for the information and promised to share it with Loukas Tsokos of the MFA's D1 Directorate for International Organizations and the Greek PermRep to the EU in Brussels. In a follow-up phone call on November 16, Chotzoglou added that the issue likely will be on the agenda for the RELEX Asia Working Group. However, she indicated, the Working Group is still in the process of discussing the original July 16 UNSCR 1718 designations and releasing a draft paper summarizing where EU member state implementation stands. Therefore, consideration of additional designations may take some time. ¶2. (SBU) Also on November 12, DepEconCouns delivered reftel points to Ioannis Papadakis, Deputy Governor of the Bank of Greece (BG), and Mr. Ioannis Gousios, Director of Monetary Policy of Banks of the Bank of Greece (BG). In a follow-up phone conversation on November 16, BG interlocutors indicated they would forward information regarding individuals and entities listed under UNSCR 1718 to banks and other entities under BG's supervision. On the additional designations in reftel, BG interlocutors indicated they could not act absent a formal designation by the EU and/or guidance from the MFA. ¶3.
