(U) On October 20, Poloff and Russian Third Secretary Dmitriy V. Novikov delivered ref A demarche to Greek MFA D1 Political Counselor for International Security Issues, Dimitrios Papandreou. Delivery of the demarche was delayed because the Russian side did not receive its instructions from Moscow until October 15. ¶2. (SBU) Papandreou welcomed Poloff and the Russian diplomat and had little substantive comment to the demarche. Papandreou stated that Greece placed the utmost importance on the Global Initiative to Combat Nuclear Terrorism (GICNT) and welcomed efforts to reinvigorate it. Papandreou said he has been unable to access the Global Initiative Information Portal because he has not been given a password, and he requested assistance in resolving that problem. Papandreou noted that Greece had not been invited to the April 2010 Global Nuclear Security Summit in Washington and asked how the summit relates to the Global Initiative. Poloff drew from ref B Q&A's to address this topic. Papandreou's final comment was that the Exercise Planning Group meetings heretofore have been essentially technical reviews, but that if the January 2010 meeting in Budapest will address ways to reinvigorate the Global Initiative he wondered whether this would call for a different level of representation beyond technical experts.
