(SBU) In response to reftel request for information about Spyridon Flogaitis, Greek candidate for the UN Fifth Committee International Civil Service Commission (ICSC),Flogaitis is a long-time contact of Embassy Athens and Post hasn't encountered any disqualifying information. Flogaitis is a well-regarded and experienced technocrat in Greece. He has served as caretaker interim Interior Minister during Greek elections in 2007 and 2009, because Greek law requires a non-political figure to administer elections as Interior Minister. BIOGRAPHICAL INFORMATION: ¶2. (U) Spyridon Flogaitis studied law at the Law Faculty of the University of Athens, and history and literature in the Ecole Pratique des Hautes Etudes. Flogaitis has a PhD in law from the University of Paris II and a PhD in history from the University of Paris I. Flogaitis is a law professor and left teaching to serve as an assistant legal advisor to the late Prime Minister Andreas Papandreou (1981-1982),a legal advisor to the Secretary of the Ministry of National Economy (1983-1984),and a legal advisor to the Ministry to the Prime Minister (1984-1985). Flogaitis became the Director of the Public Administration School in 1985, Deputy Chairman of the National Radio and Television Council, ESR (1999-2001),Chairman of the Committee for the local administration (2002),and Chairman of the Board of Gas Supply Company of Thessaloniki (2000-2005). Flogaitis is president of the United Nations Administrative Tribunal, Director of European Public Law Center, General Secretary of the Greek Constitutional Experts, a member of the Steering Committee of the European Group of Public Law, European Scientific Committee ASTRID established in Rome, member of the Greek Culture Foundation and a member Greek Association of Environmental Law. He has been honored with the medal of knight of the Legion of Honor of the French Republic. Speckhard
