(U) Embassy received a letter from Paraguayan President
Fernando Lugo to President Obama late January 20. An
unofficial translation follows.

Asuncion, January 19, 2009
Mr. President:
From the heart of South America, we are excited today about
your constitutional inauguration as President of the United
States of America. My country's hope focuses on the fact
that your administration's leadership will embrace the
longtime dreams of justice and equality for the world.
Within the context of Latin America, we trust in you because
you inspire us to build a dignified relationship with a
strong nation, one with great democratic traditions and world
economic leadership, one which collaborates on social
inclusion, the consolidation of democracy, development and
social justice in our nations.
Mr. President, the people of the United States have the good
fortune to count on, beginning today, a young, humane and
prestigious President, with the capacity to deal
appropriately with the great dilemmas of our times.
Paraguay intends to strengthen its ties during your
administration in the traditional areas and on new topics of
cooperation that we can build beginning now.
May God bless you, your family, and the members of your
cabinet and the beloved American people that trust in your
administration because they dream of a better world, with
peace, solidarity and fraternal love.
May you have a great administration, President Obama.
