(U) Per Reftel, Econoff met April 15 with Ministry of Foreign
Affairs (MFA) General Director of Economic and Commercial
Issues Raul Cano. Cano said the Energy and Climate
Partnership of the Americas (ECPA) is an interesting
initiative and a good opportunity for regional collaboration.
(NOTE: Paraguay does not have an energy minister. The energy
agenda is divided between the Ministry of Agriculture (MAG),
Ministry of Industry and Commerce (MIC),and the Ministry of
Public Works (MOPC),with the MFA coordinating bilateral
