SUBJECT: KAZAKHSTAN RATIFIES COOPERATIVE THREAT REDUCTION
AGREEMENT
1. (U) On June 2, President Nazarbayev signed legislation ratifying
the extended and amended Umbrella Agreement for our bilateral
Cooperative Threat Reduction (CTR) program. The Presidential
Administration released a press statement marking the event which
received coverage in the Kazakhstani media.
2. (SBU) COMMENT: The extended and amended Umbrella Agreement was
signed in Washington on December 13, 2007. With the completion of
the ratification process, Kazakhstan has reaffirmed its commitment
to a critical non-proliferation program which the country has
participated in since 1993. The ratification of the Agreement takes
away one of the excuses for problems we have encountered in the
past. We will work with the Kazakhstani government to ensure that
all provisions of the Umbrella Agreement, especially those
pertaining to tax and customs duty exemptions, are fully enforced.
