SUBJECT: KAZAKHSTAN TO PARTICIPATE IN GICNT PLENARY BUT UNCERTAIN

(SBU) On April 29, we delivered to the MFA reftel demarche urging
Kazakhstani participation in the June 16-17 GICNT Plenary Meeting
jointly with the Dutch and Russian embassies. MFA International
Security Division head Anuar Tanalinov told us that Kazakhstan plans
to participate in the Plenary, but the level of representation has
not yet been determined. Tanalinov explained that the MFA will be
busy at that time with preparations for the Euro-Atlantic
Partnership Council's Security Forum, which will take place in
Astana June 24-25. He was certain, however, that Kazakhstan will be
represented at the Plenary "at least at the Embassy level" and
perhaps by someone from one of Kazakhstan's specialized agencies
dealing with non-proliferation, in which case Kazakhstan would be
ready to make a presentation on its recent GICNT exercise.
Tanalinov promised to keep us apprised as plans for Kazakhstan's
participation develop.
