1. This cable is keyed to reftel, which requests information on the
transparency of central government budgets for countries that
receive U.S. foreign assistance.
2. The central government of the Republic of Kazakhstan will
receive U.S. foreign assistance from FY09 funds.
3. Kazakhstan's budget is publicly available on the website of the
Ministry of Economy and Budget Planning. The FY09 Kazakhstani
budget may be accessed at:
http://www.minplan.kz/economyabout/306/5431/
4. This publicly available budget includes information on income
and expenditures, as well as on revenues of the National (Oil)
Fund.
5. Our assessment is that the publicly available budget provides a
relatively accurate picture of income and expenditures, though at a
less detailed level than would be the practice in the United States.
