HOTEL CONSTRUCTION

(C) A representative from the Sandi Group, a private U.S.
construction company based in Washington, D.C. and headed by
Iraqi-American Rubar Sandi, called the embassy January 29 to
inquire about Eritrea's investment climate. The
representative revealed that his company had been approached
by a private Qatari firm seeking to contract it to finish its
hotel project on the Dahlak islands, just off the coast of
Massawa. The Qataris were no longer satisfied with the
progress (or lack thereof) being made by the Kuwaiti
construction firm originally subcontracted for the job. The
Sandi Group representative did not reveal the name of the
Qatari company nor that of the Kuwaiti subcontractor. He
also did not indicate as to whether or not the company would
take on the proposed job. The construction company has
projects in Iraq, Afghanistan, Sudan, Kenya, the Asia-Pacific
region, and the U.S. Gulf Coast.
