1. (C) The General Manager of the official distributor of
John Deere and Case New Holland equipment in Turkmenistan,
IPC Agri, said in a conversation on June 25 that he and a
Case New Holland official discussed shipment of donated
equipment with the Ministry of Agriculture three weeks ago.
Case New Holland wants to donate machinery, spare parts,
tools, and literature meant for educational use at the
planned Agriculture Training Institute located in Dashoguz
(ref A). According to the General Manager, Jason Hunt,
Ministry officials explained that the Ministry is not ready
to accept shipment of the material because construction on
the planned Agriculture Training Institute located in
Dashoguz has not even commenced. Hunt believes that the
project is at a standstill because "no one (in the Ministry)
has been told what to do," adding that the government has not
yet appointed a rector to head the new Institute. Deputy
Chairman for Agriculture and Water Management, Myratgeldi
Akmammedov, told Hunt at a meeting that it would be a good
project and that Case New Holland could ship the materials in
August or September, perhaps.
2. (SBU) COMMENT: This is what happens when projects are
not designated as a priority. Other projects, like the Avaza
tourist zone (ref B) for example, take attention away from
smaller, less glamorous projects, until someone decides that
a smaller project is really needed, and then mountains get
moved. END COMMENT.
