BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS: EXBS activities during this reporting period included: StopRail Training conducted 18-22 May, 2009, by trainers from the Department of Homeland Security Customs and Border Protection (DHS/CBP),and introductory meetings between the Export Control and Related Border Security (EXBS) Advisor and key Government of Turkmenistan (GOTX) officials. End summary. ¶B. Completed Actions for Reporting Period. ¶1. Site Assessments and Meetings during this Reporting Period. a. From 1 to 9 May the EXBS Advisor was in Uzbekistan as part of his regional responsibilities. b. On 14 May EXBS Advisor conducted an introductory meeting with Lieutenant Colonel Bekiyev Ybrayim, First Deputy Commander of the State Border Service. Also present were Major Begliyev Gurban, Chief of International Affairs for the Border Service and Hemra Amannazarov, Ministry of Foreign Affairs (MFA) Desk Officer for the U.S. c. On 14 May EXBS Advisor conducted an introductory meeting with Meret Berdiyev, Deputy Chairman of the State Customs Service and Hemra Amannazarov of the MFA. d. Throughout May, the EXBS Office continued to support the Department of Energy (DOE) Second Line of Defense (SLD) Portal Monitor Installation Project in Turkmenabad/Farab, Turkmenbashy, Artik, and Serhatabad. e. From 20 to 27 May EXBS Advisor was in Tashkent as part of his regional responsibilities. f. On 30 May EXBS Advisor deployed to the Republic of Georgia for the world-wide EXBS Advisor?s Conference. ¶2. Training Conducted During Reporting Period. StopRail was conducted from 18 ? 22 May, 2009 in Ashgabat and Seraks Border Crossing Point on the Iranian Border. ¶3. Training Programs Pending. a. EXBS is working with Commonwealth Trading Partners, a contractor for DOE, to establish a Nuclear Control List (NCL) licensing workshop for the GOTX the week of 22 June, ¶2009. In additio
n, EXBS is working on conducting a UN1540 conference in Turkmenistan. b. Department of Energy/National Nuclear Security Administration (DOE/NNSA) is planning to conduct a three- day workshop on Commodity Identification Training (CIT) from 14-16 July, 2009, in Ashgabat. The workshop has a two-fold purpose. First, the attendees will receive training in the visual identification of materials and commodities that can be used in the production of WMD. Second, the workshops will help strengthen the role of export control enforcement in preventing the spread of WMD by encouraging a stronger relationship between ASHGABAT 00000668 002.2 OF 002 enforcement, licensing, and technical organizations. EXBS Ashgabat will prepare diplomatic notes and handle administrative matters in support of this training. c. DOE/NNSA will also conduct a three-day workshop on X- Ray Fluorescence (XRF) Technology from 18-20 August, 2009, to include donations of a KRF Metal Analyzer to the GOTX. The three-day workshop will provide training in the use of the XRF portable metal analyzers prior to its donations. EXBS Ashgabat will prepare diplomatic notes and handle administrative matters in support of this training. d. EXBS is working to identify a regional event or activity to which we can send key GOTX officials. This program is titled ?Best Practices? and allows for an exchange of information and improvement in key EXBS- related techniques. e. EXBS is working to facilitate an information and training exchange with the Federal Law Enforcement Training Center (FLETC). Funding has been provided. Scheduling is pending. This well be a three-part program starting with an incountry assessment by a FLETC Team, then a orientation visit to FLETC by GOTX officials, then in-country law enforcement instructor training a curriculum development. f. EXBS is in the process of requesting a University of Georgia Center for International Trade and Security (UGA/CITS) assessment of export controls in FY2010. ¶4. Equipment Delivered During Reporting Period. No equipment was delivered during the reporting period. ¶5. Equipment Status Update. a. CT-30 kits. EXBS is awaiting the delivery of 4-5 CT-20 Kits from WASHDC. Delivery is expected within FY2008. b. Modular Shelters. EXBS is working to obtain approval of the GOTX for the construction of Border Security Shelters. c. RIIDS. Radiation Interdiction Identification Device Training was scheduled for FY2009 by CBP, but due to a lack of instructors, has been left unscheduled.
