2. (U) On November 2, post received a diplomatic note from
the Turkmenistan Ministry of Foreign Affairs in response to
Ref B demarche that urged the Turkmen government to improve
its budgetary transparency.
BEGIN DIPLOMATIC NOTE TEXT:
According to Article IV of the Agreement between Turkmenistan
and the International Monetary Fund (IMF),an IMF delegation
visits Turkmenistan every year, and during their visit
economic and financial data is given, to include information
on the State Budget income and expenditures. At the
conclusion of its visit, the IMF issues on its website a
statement for the public, including data about the country's
state budget.
Presently, with EU project assistance, Turkmenistan is
improving the country's budgetary system and is preparing
budget legislation for the effective functioning of the
integrated state management system and budget transparency.

3. (SBU) COMMENT. Although the GOTX did not provide more
specifics for increasing budgetary transparency, post
believes the response is positive in that it indicates a
willingness by the GOTX to enact legislation and create
programs designed to specifically increase transparency. END
