(S) Turkey supports Bosnia's application for NATO's
Membership Action Plan and is concerned that if the Alliance
were to offer MAP to Montenegro and not to Bosnia, it would
discourage those in Bosnia who favor Euro-Atlantic
integration and encourage the growing number there who do
not. Pol-Mil Counselor met with MFA Deputy Director General
for NATO Gulhan Ulutekin on November 5 to deliver reftel
demarche. Ulutekin said that Turkey's delegation to NATO was
fully engaged with the U.S. and other Allies on this subject,
but appreciated the chance to comment. Ulutekin said that in
his recent visit to Bosnia, FM Davutoglu told Bosnian leaders
that Turkey would support for Bosnia's MAP. Ulutekin urged a
more strategic, regional approach to providing incentives for
the Balkans, and said that both Croatia and Slovenia
supported Bosnia's entry into the MAP process.
