1. (C) On September 17 we delivered REFTEL talking points to
Erman Topcu at MFA's Directorate General of International
Political Organizations. He informed us that Turkey
supported the entire USG proposal in principle, including the
organization of a task force, regular reporting on
conflict-related sexual violence, and the creation of a
Special Representative of the Secretary General (SRSG)
focused on conflict-related sexual violence. He said Turkey
believes it is useful to minimize any duplication of effort
between the potential SRSG for conflict-related sexual
violence and other UN entities.


2. (C) On a related issue, Topcu explained that Turkey also
supports the creation of a new gender entity in the UN. He
said he would like to know what the relationship would be
between the SRSG for conflict-related sexual violence and
this new gender entity. He asked if the new gender entity
would be in charge of the SRSG.
