1. (C) This is an action request. Please see para. 3
2. (C) The MFA Nonproliferation and Disarmament Department
contacted Post on September 10 to request a copy of the
Iranian proposal in response to the P5 Plus 1 offer and our
initial assessment of that proposal. FM Davutolgu is
scheduled to travel to Tehran September 19-20 and will meet
with Iran's senior leadership. We view this as an important
early opportunity to shape Turkey's thinking on the proposal
and to lay the groundwork to secure Turkish support for any
potential action at the UNSC and other international fora.
We believe it is essential to ensure that we have an
opportunity to shape Turkey's views before Iran does so. FM
Davutoglu's visit to Tehran could also provide an opportunity
to provide initial USG reactions to Iran.
3. (C) Action Request: Post requests Department concurrence
to share the text of the Iranian proposal in response to the
P5 Plus 1 offer. Post also requests guidance on providing
the GoT with the USG's initial assessment on the proposal
ahead of FM Davutoglu's scheduled September 19-20 visit to
Tehran.
