1. (C) We passed REFTEL points to MFA Africa Section Chief,
Aykut Kumbaroglu, on August 12. Kumbaroglu reported the
Government of Turkey (GOT) plans to complete its pledged
donation of 2 million dollars to programs supporting
Somalia's Transitional Federal Government (TFG) and African
Union Mission in Somalia (AMISOM). As of early August, GOT
had provided 300,000 dollars to the UN fund earmarked for
capacity building of the Somali security forces. GOT had
also donated 500,000 dollars in support of AMISOM.
Kumbaroglu indicated that the remainder of the pledged funds
would be committed as soon as possible. This process was
slowed because the Turkish General Staff (TGS) was preparing
a list of proposed projects to assist the Somali security
forces. Once this list was completed, the GOT would allocate
funds as necessary. The GOT had also requested UN funding in
order to provide training to Somali security forces, either
in Turkey or in Somali. The GOT wished to deduct the cost of
these programs from its pledge of 2 million dollars; the UN
had approved the request in principal, but awaited specifics
of the training regime. Kumbaroglu said that, after TGS
finalized its programs, the GOT may also seek to involve the
General Security Directorate, which oversees all of Turkey's
police forces, to provide training to Somali policemen. At
the end of the meeting, Kumbaroglu stressed that, regardless
of the mechanism, Turkey would meet its pledge of 2 million
dollars.
