(SBU) This is an action request. Please see paragraph 3. ¶2. (SBU) PolChief and Netherlands DCM Johan Verboom delivered on April 21 reftel demarche and a proposed agenda for the June plenary of the Global Initiative to Combat Nuclear Terrorism (GICNT) to Nabil Masarweh, Office Director to Jordan's Foreign Minister, and Samer Naber, who recently returned from an assignment to Jordan's Embassy in Washington and has not yet been assigned an MFA position. Masarweh asked about the level of participation and requested a non-paper with details of the initiative and the plenary to facilitate information-sharing with Jordanian officials, including from Customs and the General Intelligence Department. Naber added that the non-paper should also address in more detail the topics that the Jordanians are being asked to present at the meeting. He noted that Jordan was a signatory of the Convention for the Suppression of the Financing of Terrorism and fulfills its obligations under the UN Security Council Anti-Terrorism Resolution 1373 of 2001. ¶3. (SBU) Action Request: In order to follow up on the Jordanian MFA's request, Post asks that the Department provide a non-paper about the initiative and plenary planning, including level of participation. The paper should also lay out in greater detail the topics that the Jordanians are being asked to present at the conference. ¶4. (SBU) As requested in reftel, Post contacted the Russian DCM to coordinate a troika demarche, but scheduling conflicts prevented his attendance.
