(SBU) Polchief delivered on April 21 reftel demarche and
non-paper to Nabil Masarweh, Office Director to Jordan's
Foreign Minister, and to Samer Naber, who recently returned
from an assignment to Jordan's Embassy to Washington and has
yet to be assigned within the MFA. Masarweh said he
appreciated the details on the mechanisms that ensured
Palestinian Authority (PA) transparency and accountability in
the spending of donor contributions. Jordan was unlikely to
provide financial aid to the PA, however, as it already
hosted the largest population of Palestinian refugees outside
the Occupied Territories, trained Palestinian forces at
JIPTC, and provided a military field hospital and aid convoys
to Gaza, according to Masarweh. Naber asked whether the
Department was sharing details of the mechanisms with
Congress and whether Special Envoy George Mitchell was
raising PA funding needs with Arab interlocutors on his visit
to the region.
