TRANCHE 3 NAMES DELIVERED IN JORDAN

REF: STATE 109494 AND PREVIOUS

(SBU) EconCouns discussed reftel on USG review of the third
tranche of names circulated by the UN Al-Qaida/Taliban
Sanctions Committee with Ministry of Finance Secretary
General Izzeddin Kanakrieh and Director of Studies and
Economic Policies Essa Saleh Yasein on October 28. Kanakrieh
commended U.S. diligence in fulfilling its obligations under
UNSCR 1822 and did not indicate any GOJ concerns about
delisting Ahmad Fadil Nazal Al-Khalayleh, but maintaining the
"Zarqawi Network" on the consolidated list. Post will also
review reftel with the Director of Jordan's Anti-Money
Laundering Unit, the GOJ's financial intelligence unit, on
October 29. Post will continue to seek to engage Foreign
Ministry officials in advance of the October 20 committee
meeting. Post will report any substantive developments
septel.
