1. (C) Ambassador contacted MFA Americans Department director
Fatiha Selmane January 16 and delivered ref demarche.
2. (C) Selman made no substantive comment, except to ask if
the MOU had been concluded yet. Ambassador responded that
his understanding was that it was expected very shortly. The
purpose of the demarche was to provide a heads-up. We viewed
this step as essential to our efforts to work with the
parties to achieve a cease-fire will last. Selmane said she
would inform her superiors, noting "everyone is in Doha".
3. (C) Comment: The MFA was closed on January 16, a Friday,
but we managed to contact Selmane via cell phone. With an
Arab summit in Doha and a ministerial in Kuwait, few senior
Algerian officials actively dealing with this issue are in
town. End Comment.
