1. (C) We delivered reftel demarche to MFA Deputy Director of
International Security Issues Ali Alaoui on February 25. We
underscored USG concerns regarding the IAEA reports on Iran
and Syria and urged Algeria to make a strong national
statement on both issues at the upcoming Board of Governors
meeting March 2. We also asked for Algeria's support in
releasing the Syria report to the public.
2. (C) Alaoui provided no substantive comment in response to
our request, but undertook to convey our message to Algeria's
mission in Vienna and his colleagues in multilateral affairs.
Alaoui reiterated Algeria's general position regarding
Iran's nuclear activities, noting that diplomacy and dialogue
were keys to greater cooperation with Iran, not threats and
sanctions. As to the NPT framework, Alaoui asserted the need
for a more balanced dialogue that includes more focus on the
disarmament efforts of nuclear states in addition to
non-proliferation concerns.
