(C) Pol Chief delivered the points in ref A to MOFA North American Affairs Division Director General Harry Tseng on June 25. Tseng noted that, although Taiwan is not a UN member or party to key non-proliferation regimes, it makes every effort to comply with relevant resolutions and standards. He noted that there was a precedent for Taiwan assisting in counter-proliferation activities against North Korea, citing a case several years ago in which Taiwan customs authorities impounded dual-use chemicals being transshipped through the port of Kaohsiung. Econoff also delivered the points to Ministry of Economic Affairs (MOEA) Bureau of Foreign Trade (BOFT) Trade Services Team Chief Huang Ching-yun on June 25. Huang had no substantive response. ¶2.
