Per reftel, Taiwan's Financial Supervisory Commission (FSC) issued a formal instruction on January 5, 2009, providing all banking institutions with information on four members of the terrorist group Lashkar-e-Tayyiba designated on December 10, 2008 by the UN Security Council's Al-Qaida and Taliban Sanctions Committee (1267 Committee) for targeted sanctions. These four individuals are Muhammad Saeed, Zaki-ur-Rehman Lakhvi, Haji Muhammad Ashraf, and Mahmoud Mohammad Ahmed Bahaziq. ¶2. In the instruction, the FSC directs Taiwan banking institutions to treat transactions with the designated individuals and their beneficiaries as suspected money laundering transactions, and instantly report these transactions to the Ministry of Justice Investigation Bureau for further investigation and action. ¶3.
