I. BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS:


1. (U) On November 9, the Advisor met with two researchers of the
Ministry of Economic Affairs (MOEA) Industrial Technology Research
Institute (ITRI) to get a status report on ITRI's study on Taiwan
establishing a nonproliferation-focused non-governmental
organization (NGO). ITRI officials said the report is close to
being completed, and includes comprehensive analyses of KOSTI (South
Korean NGO) and CISTEC (Japanese NGO).


2. (U) On November 19, Advisor submitted the 2009 Performance Plan
and Report for Taiwan to the F Bureau. During Fiscal Year 2009,
EXBS conducted eleven training programs. Through these programs,
EXBS reached approximately 330 Taiwan industry representatives and
trained over 100 Taiwan officials.


3. (U) On November 20, EXBS Coordinator attended a MOEA Bureau of
Foreign Trade (BOFT) seminar on SHTC export controls. Approximately
250 Taiwan company representatives attended the seminar. During the
opening remarks, BOFT Chief Secretary Wang Jien-Ping emphasized the
importance of adopting internal controls and complying with
international export control standards.

Editor Roger Chang of the SHTC Task Force demonstrated the Internal
Control Program software hosted on BOFT's website. Chang stated
that, with EXBS support, BOFT held four deployment workshops, and
plans to hold three additional workshops in early 2010.


4. (U) On November 24, the Advisor spoke at an Export Administration
Regulations seminar in Seoul organized by South Korea's Ministry of
Knowledge Economy. Approximately 130 U.S. and Korean company
representatives attend the seminar.

(SBU) On the margins of the seminar, the Advisor met with
representatives of the Taipei Mission in Seoul and KOSTI. The
meeting was to get additional background information on how and why
KOSTI was established.


5. (U) From December 2 - 3, the Advisor attended the 2009
International Symposium on Combating Human Trafficking and
Transnational Money Laundering hosted and funded by Taiwan's
Training Institute for Judges and Prosecutors. Officials from the
Vietnam Ministry of Justice, the U.S. Department of Justice, the
Geneva Court of Appeals, and a professor from Japan's Hakuoh
University School of Law were speakers. During the program, the
Taiwan High Prosecutors Office announced that Taiwan revised its
money laundering statute to include provisions on terrorism
financing.

II. TRAINING CONDUCTED DURING REPORTING PERIOD:

III. UPCOMING TRAINING:


1. (U) The Advisor is working with ISN/ECC to schedule additional
Internal Control Program Deployment Workshops.


2. (U) A Commodity Identification Instructor Training, implemented
by the Department of Energy, is notionally scheduled for the first
week of March 2010.


3. (U) A WMD Investigation and Prosecution Training, implemented by
the Department of Justice, is notionally scheduled for late
January/early February 2010.


4. (U) An International Air Cargo Interdiction Training (IACIT),
implemented by Customs and Border Protection, is scheduled for March
2010 at JFK Airport, New York. A follow-on IACIT will take place in
Taiwan a short time after the JFK program.

IV. UPCOMING MEETINGS:


1. (U) On December 17, BOFT is holding a Machine Tools
Identifications Training for its officials. This program is
supported by Japan. The Advisor and EXBS Coordinator are planning
to attend.
