SUBJECT: EXBS: TAIWAN MONTHLY REPORTING CABLE - AUGUST 2009
¶I. BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS:
(SBU) During the week of September 7, the Advisor will accompany
five (5) Taiwan officials to Washington, DC, for export control
meetings. The Advisor will be on home leave during the weeks of
September 14 and 21.
II. COMPLETED ACTIONS FOR THE REPORTING PERIOD
¶A. MEETINGS DURING THE REPORTING PERIOD:
(SBU) On August 24, the then-ADIR sent a letter to Deputy Director
General Hsu, Chun-Fang (Ms.) of the Bureau of Foreign Trade (BOFT)
of Taiwan's Ministry of Economic Affairs with a set of
recommendations to further advance Taiwan's export control system.
Specifically, AIT recommended that Taiwan (1) designate a point of
contact within the National Security Council for
counter-proliferation and counter-terrorism efforts; (2) create a
formal, permanent office within BOFT to implement export controls;
(3) increase export control staffing or create an NGO to support
current staffing level; and (4) create a true interagency mechanism
for policy making and license review. BOFT plans to send a formal
response to inform AIT of its action plan pursuant to the
recommendations. AIT expects to receive the response letter on or
about September 4.
¶B. BLUE LANTERN:
(SBU) The Advisor conducted one (1) Blue Lantern check during the
reporting period. Results have been directly reported to PM/DDTC.
III. TRAINING CONDUCTED DURING REPORTING PERIOD:
(1) (U) A Commodity Identification Training, implemented by the
Department of Energy, took place on August 12-14 in Taipei. Forty
Taiwan officials (the maximum capacity) from BOFT, Industrial
Technology Research Institute (ITRI),Customs, Coast Guard, Ministry
of National Defense, Office of Homeland Security, Ministry of
Justice Investigations Bureau, National Police Agency, and the
National Security Bureau attended the training.
(U) After the training, AIT, BOFT, Customs, ITRI, and DOE officials
met to plan the upcoming CIT Instructor Training Workshop.
¶2. (U) The Internal Compliance Program (ICP) Administrator Training
took place on August 27-28 in Taipei. The ICP software has migrated
to the BOFT website and is expected to go "live" shortly. The
workshop provided BOFT's IT personnel training on updating and
maintaining various templates and search tools in the software.
IV. UPCOMING TRAINING:
None on the calendar.
