1. (C) On December 8, Political-Economic Counselor met with
the Director of the Directorate-General for International
Organizations of the Ministry of Foreign Affairs, Ambassador
Grum, to deliver Reftel A points on the potential Ethiopian
candidate for the Office of Internal Oversight Services
(OIOS). Grum said he had known Getachew Engida for 30 years.
He did not have his CV, but said Ato Getachew had an MBA and
other advanced degrees. Grum stated the GoE had no concerns
about Getachew's qualifications to do this job.
2. (C) Grum said that in temperament, Getachew was very
extroverted but ccould be really tough when he needed to be.
He would have no problem "standing up to pushy member
states." What Ethiopia is concerned about is campaigning for
Getachew and "getting our hands slapped." Ethiopia has never
campaigned for a position at this UN level, Grum noted.
3. (U) The Ministry of Foreign Affairs has charged the
Ethiopian representative to the African Union, Ambassador
Condit, to sound out the AU about its enthusiasm for this
candidacy. The UNESCO Africa group has asked the AU to
support Getachew. Grum stated that Ethiopia's concern is
about tactics and that they have not yet decided how to
proceed. Post will report any further updates on the
candidate that we receive from the MFA.
