¶1. (U) Per reftel, PolOff delivered the demarche September 15
to Mrs. Perpetual Dufu, Deputy Director, International
Organizations and Multilateral Bureau at the Ghana MFA. Dufu
stated that she will pass the invitation from Secretary
Clinton to the Minister of Foreign Affairs immediately to
make sure that the meeting is on the Minister's calendar.
