1. (SBU) As suggested reftel, delivery of this demarche was
coordinated with the British High Commission. On June 8
PolOff contacted John Gana, Deputy Director of the Second
United Nations Division at the Ministry of Foreign Affairs,
stressing that the USG urges that there be a strong mandate
renewal for the Sudan Special Rapporteur.
2. (C) Gana said that Nigeria's stance will be based on
consultations within the Africa Group. However, he said that
Nigeria previously supported the continuation of the mandate
until after the coming elections take place in Sudan, so as
to allow GOS time to show improvements. Although Gana said
he could not say for sure whether or not the GON would
support extending the mandate, he noted that the elections in
Sudan have been delayed. He added that in principal Nigeria
would support any mandate that would promote human rights.
3. (U) Gana also congratulated the U.S. for winning a seat on
the council.
4. (U) This cable was coordinated with Consulate Lagos.
