(b) and (d). 1.(S/NF) The following information was a text that was forwarded to COM's phone on late evening December 27 and passed on to RAO and all law enforcement entities at the U.S. Mission on same evening regarding possible/possible additional background, locations, and interlocutors of the Nigerian suspect Abdulmutallab. RAO has prepared an intelligence report on the text through its channels. FBI at Mission also has message and will wait for additional information pending direct contact with source of text. Phone number and name of the drafter was secured on evening December 29, 2009 and has also been passed to RAO and FBI at post. Drafter of the original text message has agreed to meet with Mission intelligence and law enforcement officials, and those offices are now working on the modalities for the meeting. The content of the text message follows paragraph 2: 2.(S/NF) Begin text message (message is drafted exactly as it was forwarded to COM phone, so formatting, spelling, grammar and wording is in its original form from the text): "They operate under womens charity group, known as Al ihsan summer madarasa. Their target is when elites children who study out of Kaduna are on holidays they organize them and hypnotize the brilliant ones by teaching them Islamic extremism. maigari owns an outfit known as ISLAMICITY at safaha plaza and now moved to MG Communications building on sultan road. He is a lawyer by profession, hails from donga in taraba state. I kano is from kano and he and maigari alongside sheik Gumi are those that groom farouq while dawoud is farouq colleague. But farouqs extremism tendecies started early cos he left a mark in his british school of lome, BSL, ask mr. ian sayer, the principal now in UK. Most of the elites in the GRA are aware of the activities of these guys but their major victim is dr. mahmood tukur whom they turn his daughter against him and maigari married her. They attempted gen. buharis daughter but we kept it secret and we organized and tackle then, but they are after her to date." 3.(S/NF) The other part of the text mentioned a web chat room called nigerian muslim network which is apparently mostly used by Nigerians in the disapora, particularly the gulf region, and that Abdulmutallb had an interest in marrying the daughter of former Nigerian President General Buhari. This has been given to RAO and all intelligence agencies at post to forward back through their channels. 4.(S/NF) Comment: The GRA area of Kaduna is the Government Reserve Area in the city. Most major cities in Nigeria will have a GRA area where both retired military and other senior civilian servants such as former ministers live. These are considered elite neighborhoods and most of the homes in the GRA's are owned by the Nigerian Government and the residents do not pay, but are entitled to reside their as a result of their past position in government. The other important name to register from the text is a reference to former Qimportant name to register from the text is a reference to former President of Nigeria General Buhari (who was Nigeria's President from December 1983-August 27, 1985, and who ran for president again in 2007). The text suggested that his daughter was a target of extremists in Kaduna, but implies that the attempt was thwarted, but also kept secret. We are assuming that this reference of keeping secret might either mean they did not alert the GON or did not want it known that his daughter had been of possible interest to those with fundamentalist tendencies. It is hard to say what this means, but intelligence and law enforcement agencies will be following up on all these issues. The drafter of the text, Mahmood Halilu Chiroma, has revealed that he is one of the brother-in-laws of General Buhari.
