(C) Nigerian Foreign Minister Chief Ojo Maduekwe told Ambassador on November 23 that Burkinabe President Blaise Compaore had "exceeded his mandate a bit" with his non-paper on a proposed transitional government in Guinea (refs C to E) and that the Economic Community of West African States (ECOWAS) was trying "to get things back on track." In response to the Ambassador's follow-up demarche on the ECOWAS observer force (refs A and B),Maduekwe said he would consult with President Yar'Adua on possibly sending an observer force to Conakry. ¶2. (C) Separately, French diplomat Francis Guenon told PolMilOff November 20 that a Commission of Inquiry (COI) representative had asked French Embassy officials whether they could provide security for the COI during its investigations in Conakry. Guenon did not indicate how the French responded, but he expressed frustration that ECOWAS did not provide some type of security observer force. SANDERS
