1. (C) Economic Community of Western African States (ECOWAS)
President Dr. Mohamed Ibn Chambas told Ambassador, while in
transit at Frankfurt Airport, that ECOWAS had issued a
declaration September 29 condemning the junta's violent
repression of a peaceful rally the day before at Conakry
stadium. Dr. Chambas said he would insist that junta leader
David Camara refrain from running as a candidate in upcoming
elections, and he planned to increase pressure on the junta
to hold elections as soon as possible. He would soon consult
with Nigeria (ECOWAS Chairperson) on next steps to reduce
violence.
2, (C) Separately, ECOWAS Commissioner for Political Affairs,
Peace, and Security, Colonel Mahamane Toure, told PolOff that
Dr. Chambas would begin consultations with the African Union
on next steps against Guinea, including serious consideration
of sanctions. Toure emphasized the need to develop specific
incentives to Camara to ensure that the junta leader, Prime
Minister, and other National Council for Democracy and
Development (CNDD) members maintain neutrality and not run
for office.
3. (SBU) Embassy is forwarding to the Department (AF/W) the
French version of the ECOWAS declaration, to be followed by
the English version after receipt.
