1. (U) This is an action request, see para. 3.
2. (C) Summary: DHS/ICE Attach and United States Liaison Office
Rep(USLO) met with Dan McClennan of Good Harbor Consulting a
consultant firm for the UAE on August 26. Good Harbor
representative(s) reported that the UAE Higher Committee for Seaports
and Airport Security, formed in concept in 2008, has only begun to be
active in the past few months. The Higher Committee is the foundation
for a new federal department that is supposed to commence operations
in late 2010 to oversee, standardize and regulate security at all UAE
ports and airports. End Summary.
3.(C) The Higher Committee is chaired by Sheikh Hamdan Bin Mubarek Al
Nayhan, Minister for Public Works and the National Transportation
Authority; the Vice Chair is Major General Khamees Saif Bin Yousef
from the Ministry of Interior. According to McClennan Sheikh Hamdan
reports directly to President Khalifa on this matter.
4. (SBU) During the meeting a letter requesting USG assistance to
organize a visit of an official delegation to the United States from
the UAE September 28-30 was discussed (REFTEL). The delegation would
consist of members of the Higher Committee for UAE Civil Seaport and
Airports Security and a support team from Good Harbor Consulting.
Action Requests:
-- A. That TSA officials in Washington meet with the delegation on
September 29, and provide a tour of the Transportation Security
Operations Center.
-- B. That a tour of the Port of Boston and meetings with CBP and
Coast Guard in Boston be set up for September 30.
