1. Reftel requested that post conduct a pre-license check for
license application D410461: Mazak Quick Turn Nexus 450 Horizontal
Lathe which is controlled under ECCN 2B001 for National Security and
Nuclear Non-Proliferation reasons. The U.S. license applicant is
Mazak Corporation, Florence, KY and the end user is Baker Hughes
EHO, Jebel Ali Techno Park, Dubai, UAE.
2. On Jan 15, 2009, Export Control Officer (ECO) met with Mr. Manish
Vachhani, Logistics Supervisor, Baker Hughes (Baker Oil Tools
Division) at their Jebel Ali Manufacturing Plant. Vachhani
explained that the Baker Oil Tools Division maintains a robust oil
tools manufacturing plant which already has similar Mazak Lathes
which are all used exclusively for making down hole oil tools for
the local oil field industry in the GCC region. This particular
lathe will be placed in their current operations in Jebel Ali and
will complement their ability to conduct specialized down hole oil
tools manufacturing. ECO's observations confirmed that this
facility is an established, large scale oil equipment and oil tools
manufacturing operation. Vachhani was fully aware of U.S. export
control restrictions and provided ECO with copies of relevant
documentation for this order.
3. Post considers the Baker Hughes EHO Ltd. to be reliable recipient
of U.S.-origin equipment for this transaction.
