Reftel requested that post conduct a post shipment verification at Aramex Emirates, Jebal Ali, Dubai, UAE for the shipment of a Terrasat IBUC KU-Band Upconverter exported as No License Required by Terrasat Communications, Morgan Hill, CA. ¶2. On Jan 15, 2009, Export Control Officer (ECO) met with Mr. Jose Edmond, Customer Account Manager, Aramex, Jebal Ali Logistics Center. Edmond explained that Aramex was not the ultimate end-user for this item and they were just conducting logistics/shipping services for their customer which is MECONNECT located at Dubai Internet City. ECO contacted a Mr. Georges Jemayel, President, MECONNECT who confirmed that they had received this shipment for a Iraq based customer. Georges explained that MECONNECT specializes in Computer Networking and Satellite Communication solutions. Jamayel advised this particular item is used in Computer Networking via Satellite for remote areas which may not have the traditional infrastructure to support networks. ¶3. The ultimate end user for this particular item is Satandcom, Mustafawi District, SEC, 204, St. 15, No. 35, Erbil, Iraq. Contact: Adib Sakr, Telephone number 964 770 289 0022. Satandcom specializes in providing Satellite Communications (Internet) solutions in Iraq. Its Baghdad office is located on the 9th floor, Al Carrada Tower, Al Carrada Inside Street, Baghdad, Iraq, Phone: 964 7901 305601. Jemayel readily provided ECO with all relevant documentation for this transaction. ¶3. Post is unable to make a determination on the reliability of the Iraq based end user: Satandcom. However, Post does consider Aramex Emirates and MECONNECT FC-LLC to be reliable recipients of U.S. origin items for this transaction. OLSON
