The U.S. license applicant is Cisco Systems, San Jose, CA. The system integrator is Alpha Data LLC and the end user is Dubai Government's Department of Civil Aviation/Dubai Airport. ¶2. On Jan 13, 2009, Export Control Officer (ECO) met with Mr. Ashraf Sheet, Security Product Manager, Networks and Telecom, Alpha Data Headquarters, Abu Dhabi, UAE. Sheet explained that Alpha Data was established in 1981 and specializes in Computer Network, Telecom and related disciplines (www.alpha.ae). Sheet stated that one of their largest customers is the UAE Government and that these particular Cisco products were destined for the Emirate of Dubai Government's Department of Civil Aviation (DCA) to develop the Dubai Airport's corporate Data, Voice and Video network. Sheet was very aware of U.S. export control restrictions relating to Cisco products. Sheet contacted Mr. Michel Harb, the Alpha Data officer responsible for this project. Harb was able to provide ECO with copies of relevant documentation for this transaction highlighting Alpha Data's role in the Dubai Airport telecom Project. ¶3.
