1. Reftel requested that post conduct a pre-license check for
license application D410127: Mobile Trace handheld explosives and
narcotics detection system which is controlled under ECCN 2A983 for
Anti-terrorism reasons. The U.S. license applicant is GE Homeland
Protection Inc., Newark, CA and the end user is GE International,
Dubai, UAE.
2. On Jan 14, 2009, Export Control Officer (ECO) met with Mr. Khalid
Smadi, Homeland Protection, Regional Manager, Aviation, Middle East,
GE International at their Dubai, UAE offices. Smadi explained that
he will be personally responsible for maintaining control of this
mobile device in GE premises. This device will be used as a
demonstration model for UAE and regional based aviation security
customers to include Emirates Airlines, UAE Customs, UAE Police and
Military customers. This particular unit will not be resold
whatsoever. Any future sales of similar detectors will require
separate licenses which will specify end users and the destination.
Smadi was fully are of U.S. export control restrictions and
processes and provided ECO with copies of relevant documentation for
this order.
3. Post considers the GE International Inc. to be reliable recipient
of U.S.-origin equipment for this transaction.
