(S) Pol Chief relayed reftel points January 13 to MFA Director of International Organizations Yacub al-Hosani, emphasizing that attempts to disguise the identity of end users of dual use products is indication of nefarious intent. Having often discussed the "dual use" dilemma with al-Hosani, Pol Chief stressed that the ultimate destination is an indication of which of the possible uses is likely. In this case FEDCO is clearly associated with supplying entities affiliated with Iran's ballistic missile programs; we cannot afford to give Iran the benefit of the doubt in such cases. ¶2. (S) Al-Hosani appreciated the information and undertook to coordinate with security agencies. He asked for dates of the shipment, if possible (reftel noted simply "early November"),to assist investigators. Pol Chief undertook to relay that question to Washington, yet noted that proactive vigilance is important with the level of detail available, even when information is limited for reasons beyond our control. ¶3.
