1. (SBU) On May 3, EconOff delivered reftel demarche on the 2009
Special 301 review to Ministry of Economy (MoE) Executive Director
(under secretary-equivalent) for Commercial Affairs Humaid bin
Butti. EconOff noted the Ministry's efforts to enforce intellectual
property rights (IPR),but urged better free trade zone enforcement
and the establishment of a collecting society for recorded music.
Bin Butti said that free trade zones were subject to national IPR
laws and that the MoE works with customs agencies to promote
awareness. He encouraged EconOff to discuss USG concerns with the
Federal Customs Authority. (Note: Post has an ongoing dialogue on

2. (SBU) Bin Butti said that he and his colleagues remain in contact
with UAE-based IFPI representatives regarding the establishment of a
collecting society for recorded music. (Note: Post remains in
contact with IFPI reps, who passed relevant background details to
the Ministry on April 30. Post will continue to follow up. End

3. (SBU) Turning to the suggested US-UAE Intellectual Property
Working Group, Bin Butti recommended the proposal be discussed with
Minister of Economy Sultan Al Mansouri. He also suggested briefing
the Minister on the Anti-Counterfeiting Trade Agreement (ACTA).

4. (SBU) On April 30, EconOff demarched Ministry of Foreign Trade
Director General (deputy secretary-equivalent) Abdulla Al Saleh. Al
Saleh noted that the Ministry of Economy is responsible for most
intellectual property issues and would be the appropriate
USTR-counterpart for a US-UAE Intellectual Property Working Group.
He also noted that ACTA text had been circulated among involved UAEG
agencies in the past, but that he was unaware of the latest UAEG
views on the agreement.
