On April 27, 2009 Export Control Officer met with Ms. Leila Santos, Senior Accounts Manager at Minerva LLC's Jebel Ali Free Zone Offices. Santos advised that Minerva (www.minerva-me.com) is an IT Services company that specializes in wireless broadband and Network Security Solutions. Minerva does business in nearly all Gulf Cooperation Council (GCC) countries and Pakistan. Santos was aware of the restrictions on U.S. origin items to embargoed destinations. ¶3. Regarding this transaction Santos stated that this particular encryption key product is destined for the Yemeni Ministry of Defense's (YMOD) Communications and Systems Security Department located in Sanaa via the YMOD Procurement Department's local procurement agent: AZ Comm. Ltd, P.O. Box 19771, Sanaa, Yemen; Tel: 967 1 289955, Fax 967 1 280245. This encryption key product will be used to secure point to point wireless Ethernet bridges for the YMOD's computer networks in Sanaa. Santos readily provided ECO with documentation relating to this order. Santos also queried how to speed the process relating to Motorola licensed products since export license delays have caused them to lose business at times. ¶4.
