REF: USDOC OEA Email, dated 4/7/2009
1. Ref email requested that post conduct a three post-shipment
verifications at Jengan Industrial Establishment for the shipment of
numerous centrifugal pumps exported as No License Required by
American Marsh Pumps, Collierville, TN.
2. On April 9, 2009 Export Control Officer (ECO) met with Mr. A.
Jayaraman, Assistant Division Manager, Purchase and Administration,
Jengan Est. Jayaraman stated that Jengan is an industrial
engineering service and equipment provider throughout the GCC region
(www.jengan.com). Just one of their product lines for their
construction engineering division is industrial pump machinery.
Observations of the Jengan facility were consistent with an
industrial pump and equipment showroom and warehouse facility. ECO
requested information regarding the three transactions in question.
Jayaraman advised that these three orders are likely destined for
the Dubai Metro project. Jayaraman stated that ECO would have to
talk to Mr. Mehdat Zedan, Manager of Jengan's Abu Dhabi office who
managed this order for further details and documentation regarding
these shipments.
3. On April 21, 2009 ECO met with Mr. Medhat Zedan, Manager of
Jengan's Abu Dhabi operations. Zedan advised that these numerous
centrifugal pumps are being supplied to SNC-Lavalin, a subcontractor
for the Dubai Metro project (managed by the National Central Cooling
Company - Tabreed). These pumps are to be used to circulate and pump
air for 5 separate cooling plants that will cool Dubai's new metro
stations. Zedan provided ECO with all related documentation for
these transactions.
4. Post considers Jengan Industrial Est. to be a reliable recipient
of U.S. origin equipment for these transactions.
