1. Ref email requested that post conduct 11 post-shipment
verifications at ExecuJet Middle East, Dubai International Airport
for numerous civil aircraft related systems and parts exported as No
License Required by Rockwell Collins, Wichita, Kansas and Bombardier
Aerospace, Des Plaines, Illinois.
2. On February 26, 2009 Export Control Officer (ECO) met with Joseph
Bernard, Materials Manager and Mr. Azeem Thangal, Stores
Administrator, ExecuJet Middle East, Dubai International Airport.
Bernard explained that ExecuJet is a worldwide business aviation
company (www.execujet.eu) that provides a full range of aviation
services including: new aircraft sales, aircraft management,
executive aircraft charter, aircraft maintenance. Bernard and
Thangal were aware of restrictions to embargoed destinations of U.S.
origin equipment.
3. Regarding all 11 transactions, Bernard and Thangal provided ECO
with a detailed accounting of the disposition of all 11 shipments to
include which aircraft the items were installed / issued to and
documentation related to these installations. One of the items:
Touch Screen Controller was actually maintained for stock purposes.
ECO was able to physically verify this item at the ExecuJet stores
facility. ExecuJet has a rigid system of item accountability for
quality assurance and as requirement for maintaining international
aviation maintenance certifications.
4. Post considers ExecuJet Middle East to be a reliable recipient of
U.S. origin items for these transactions.
