1. Reftel requested that post conduct a pre-license check for
license application D411812: 2 Inch Worcester Ball Valve with Monel
body which is controlled under ECCN 2B350 for Chemical and
Biological Warfare reasons. The U.S. license applicant is Flowserve
Corporation, Cookeville, TN.
2. On February 15, 2009, Export Control Officer (ECO) met with Mr.
Thameemul Ansari, Senior Procurement and Logistics Executive,
Mohammad Bin Ghalib Energy Enterprises at their Dubai offices.
Ansari explained that Bin Ghalib Energy specializes in supporting
the UAE based oil industry with specialized equipment which includes
valves, pumps and tools for oil field operations. This particular
valve was ordered for the Abu Dhabi based Zakum Development Company
(ZADCO) to be used in ZADCO's support to a water injection system at
an Emirate of Abu Dhabi Government owned oil production complex.
Ansari was aware of U.S. export control restrictions and provided
ECO with copies of relevant documentation this order.
3. Post considers Mohammed Bin Ghalib Energy to be a reliable
recipient of U.S.-origin equipment for this transaction.
