Reftels requested that post conduct post-shipment verifications at Island Gate Co., AKA: Island Gate General Trading, Dubai UAE for several shipments of Integrated Circuits (electronic devices and components) exported as No License Required by Avnet, Chandler, AZ. ¶2. Background: Export Control Officer (ECO) visited this company in 2007 based on a request from the BIS/OEE Boston Field Office. On August 8, 2007, ECO and SS/A Mike Rufe, OEE HQ interviewed Hossein Saba, Managing Director, Island Gate General Trading regarding a shipment of vacuum pump oil that had been detained in the U.S. because it was suspected that it was being diverted to Iran. Saba, an Iranian national, advised that the only supporting documentation he had was in the form of emails to his customers. ECO was unable to definitely determine the end users and destinations for the detained shipment. ¶3. On Jan 28, 2009, ECO visited the Island Gate offices to discuss the several shipments of integrated circuits from Avnet in Arizona. The Island Gate point of contact listed for these shipments was Borzu Aboei. ECO met with the Island Gate office assistant, who advised that both Mr. Borzu Aboei and Mr. Hossein Saba were in Iran for an undetermined period on business. She was not aware of their activities nor did she know when they would return. There was no other Island Gate contact available. ECO was able to locate the Island Gate website (www.island-gate.com) in which the contact details list a phone number for a Dubai, UAE and a Tehran, Iran office. ¶4. Post is unable to determine the disposition of these integrated circuit shipments. However, considering the circumstances outlined above, Post considers Island Gate General Trading to be an unreliable recipient of U.S. origin items. OLSON
